It could be the two different species have different personalities and won’t get along. But your fantail has been in the tank and its his territory that the other fish is invading. Try putting some plants in the tank so the new guy has some hiding places and can get away until they come to terms and your fantail gets bored of chasing him.
Though I don’t think the two species will mate, it may be a male going after a female. My goldfish only chase each other nonstop when they lay eggs in the pond. But mine are all the same type.

Well how about you take the lionhead goldfish back to the pet store and buy another fantail goldfish.

Your poor lionhead is a rounder body type and there fore a slower fish. The fantail has been in the tank for some time now and figures its his. You can’t really stop it, but it might slow down after a while. Is the tank planted so that the lion can at least hide? This is one reason fancys should not be kept with commons, which a fan tail really is more like a comet then the lionhead. Th slower fish are always a target fr the faster fish.
I don’t think they can cross breed and I doubt either one is mature enough to want to spawn. Is there much of a difference in since too?
