This will depend on many factors. Genetics, diet, conditions etc. There is an average however there are too many variables to tell you one thing., Honestly depending on housing, diet and genetics your goldies should be 1/2 their full grown size by the age of 2. Breeding age. Hikari is a great food however they still need additional items like fresh veggies. Really

Try adding fresh greens to their diets supstituting one feeding per day with nothing but fresh veggies.

9 in a 50 is fine here by the way. Combine 5 gallons each is cool.

You may not want answers saying ur tank is too small but face the truth. Fancies can grow to the size of a basket ball but only if their growth isn’t stunded. fish slowly realese horimones to singal their bones to stop growing. but there organs still grow and push up on the spine very painfull cause eventual death. Water changes won’t cut it unless u wanna change %10 of the water every 3 hours.
Give them away and keep ur 2 favorites, if not they will never grow to 4 inches..

I dont know exactly but If You do frequent water changes( not all just about half the water once or twice a week) and feed him high protein food you should get the quickest results. Most fish wont outgrow their tanks so if your tank is too small or you have too many fish they might not grow very fast. I dont think your tank is too small but you might want to just keep the goldfish in there for now if you want them to grow quicker
